Enforcing the agreement?

My husband's ex-wife has not complied with the divorce agreement.  The bills she was ordered to pay, she has not, and my husband's wages have been garnished.  The car she was awarded in the divorce, and that she is financially responsible for, has been repossessed recently, and we are preparing ourselves for that garnishment as well. 

Most recently, she has filed her taxes, claiming both of their children.  The divorce agreement specifically states that they will each claim one child.  However, it also lists her as the "custodial" parent.  On the IRS website, I read that the custodial parent gets the exemptions, and it doesn't mention anything about whether or not divorce agreements filed by the courts will hold water.

Is there any way to hold her accountable?  I know that he needs to take her back to court, but we're barely getting by with these garnishments, and we just don't have the money.

Help!

The divorce decree should hold up with the tax situation. You will have to get a lawyer and have her tax records requested by a judge. She is in contempt of court if she claimed them both and could be in deep doo doo. Same for the bills. After the divorce they are hers to pay.
