Quick way to make an admendment to division of ex-spouses retirement I'm entitled to

When I went through a divorce 17 yrs ago the attorneys did not put in the current RCW that allows division of my ex-spouses returement to be divided and the monies sent to me. I'm retiring soon and want it received from the Dept of Retirement and taxes withheld. My ex has sent me money saying it's the correct amount but won't talk to me or realize he didn't follow procedure and talk with his attorney when he retired or contact DRS.  He never gave me paperwork on how it was figured out.  He works a different job but in similar field now.What's a simple way to fix this before I retire? This way he deducts the amount he sends me I'm sure and never contacted DRS. My attorney retired, went to a new one, but have been treated like dirt if I had called him over the years to explain it needed to be fixed.  Was told by him not to call him at work, and only contact when his wife can listen.  I fell apart emotionally because of the treated by him on few occasions of contact and couldn't handle serving him papers.

you can't ammend a divorce agreement from 17 years ago. the time limit to appeal has long since passed.
