you can't appeal without an attorney - it is a complicated process that you have to cite law for - and that is not something you will be able to research and handle on your own. the qdro wouldhave had to have been executed at the time of the original settlement.
If attorneys screwed it up, then those attroenys should be the same ones to fix it for you for free or a reduced cost - start by contacting your state bar to report the attorney for screwing up your case and to mediate between you as to how it will be resolved.
