Property settlement options after divorce

I was divorced over 5 years ago, at the time of filing we did not complete a property settlement agreement. Mutually we decided who would take possession of what, I kept a vehicle my ex-husband and I co-financed together. As a result, I have not been able to register the vehicle and have made several attempts to contact my ex-husband without success in order to resolve this. Do I have any options in resolving this either on my own or by somehow legally requiring him to contact me for resolution to this matter? I was able to locate a property deed that he and his current wife filed for the home they share now and compared the address listed on the deed to the address listed on current DMV resgitration documents I was able to obtain from the DMV so, I am quite sure the address I have is valid. However, I have not been able to locate a phone number for him.
