Denied Modification of Child Support

I applied for a modification of child support due to change in jobs. I was laid off from a $42,000 a year job to making less than 1/2. I was denied by Orange County CSS saying I did not have a significant enough change in my income to warrant paying less (I am having 1/2 of my wages garnished. Which leaves me with less than $1000 a month to live on.) According to my attorney, most judges follow the advice of CSS in denying modification when taken to court. I am losing my house, I can't feed my kids when they are with me, and I don't know what else to do.
I was unemployed for a month before starting this last job, and CSS suspended my license. They didn't seem to care that I couldn't pay the full amount because I was on unemployment. I am tired and frustrated.
