when to bring it up again

Ihavent told my husband that i have the divorce papers yet he acts as if nithing ever happened that i never told him i wanted a divorce or that im not happy when is a good time to bring this up?

You might want to take him to a mediator, you can get one from the family court or your attorney, and sit down with him and review the issues in your complaint for divorce  Maybe not serve him there, but address the issue with someone else there so things don't get out of control, make sure you have a place to go afterwards, in case things get out of control. Sometimes, facing the truth and get a reaction you might not want.

a lot of people threaten divorce and never act on it, so how is he supposed to know it wasn't just you being angry but you've calmed down...

I can't tell you when to bring it up - that is really a personal choice.

You could have him served first, but then he might feel that there is nothing to talk about...or you could sit down and show him the divorce papers and explain to him that it is reality - but only you can know when the right time is.
