paternity test after 16 years

Take the test & hope that if the child is yours they don't want back child support. I would think not but you need to educate yourself on the laws in your state. I cannot stress enough the importance of being savvy on your rihgts because if not then they can do whatever they want. Fight for your rights. You know you might find out you have a child and that relationship in it's self will be worth the effort. Good Luck. By the way I do not think they can put any leins on anything until paternity is established and even then you would have to be behind before they can put liens on anything.
